High school and first two years of college: No cell phone. Any social thing needs to be scheduled ahead of time down to the meeting time and place or it won't happen. This often involves frequent repeated phone calls and IMs pushing people to be pinned down.
Remainder of college and first years of independent adulthood: Cell phone. Anything can be scheduled and coordinated on the fly. Virtually nothing gets planned ahead of time, all I need to do is make a rough plan with someone and all the details can be worked out on the spot the day of.
Since I started using Google calendar: Strong desire, noticeably increasing over time, to have every single social thing scheduled well ahead of time, even things that could easily be worked out at the last minute without problem. This often involves frequent repeated emails and phone calls pushing people to be pinned down.
