Both, I think? It's definitely full of specialized jargon, and you can't do a story like this without it, but the author, who is Jewish but not observant, takes a lot of time explaining it. I already know the jargon, so I'm not really equipped to evaluate how well he does, but my guess is the explanations are adequate at least most of the time.
